Cities and towns are experiencing rapid growth and change. Publica’s visions, strategies and masterplans guide the future of places by responding to these shifts, grounded in a deep understanding of how change is experienced in the public realm.
Visions, strategies and masterplans sit at the core of our design practice. They provide strategic frameworks that underpin delivery, helping to initiate, shape and realise projects over time. Our work spans far beyond London, developing future-focused visions for coastal towns, cities across the West Midlands, linear parks and canals, creative cultural districts, and international regions.
Our multidisciplinary expertise enables the team to address the public realm’s complexity with clarity. Drawing on specialisms in landscape architecture, gender inclusion and women’s safety, evening and night time economies, lighting design, child-friendly cities, access inclusion and cultural and creative infrastructure, we connect social, spatial, and economic considerations to deliver practical, implementable strategies.
Rooted in site-specific context and a rigorous research, we develop visions with a clear understanding of the delivery process. We lead and collaborate within major design teams, supporting clients to articulate their ambitions, navigate competing priorities and align multiple stakeholders around a shared vision.
Our visually engaging, accessible documents act as advocacy tools. They help set clear principles, build consensus and unlock investment. Technical and pragmatic for developers, yet creative and aspirational for clients, our work takes a holistic approach to the needs of a place. Every output is tailored to its context, both spatially and structurally.
We ensure all visions, strategies and masterplans align with relevant government policy and are deliverable across short, medium and long-term scales. Our services include place images, delivery plans, written vision and strategy statements, design principles, and governance and funding frameworks, all reinforced by a robust, evidence-based approach.



Urban Design
Bold, ambitious designs for public spaces that celebrate civic dignity and enrich everyday life.
Urban design is a civic, strategic, and cultural act. It shapes how cities function, how people experience everyday life, and how public value is created over time. Our work is guided by a responsibility to design places that are fair, inclusive, and resilient, rooted in a deep understanding of people, place, and long-term change.
Our approach is research-led, collaborative, and purposeful. We integrate diverse expertise early and deliberately, approaching each project through multiple lenses – spatial, social, environmental, cultural, economic, and operational. By bringing together urban design, landscape, research, sustainability, engagement, and specialist knowledge, we develop clear, coherent ideas that respond to complexity and strengthen outcomes.
We work across scales and beyond site boundaries, using urban design to connect strategic ambition with spatial, social, and environmental performance. Research and analysis are not ends in themselves, but tools to shape decisions, build trust, and advocate for better long-term outcomes.
We place public value and climate responsibility at the centre of our work. We design with communities and stakeholders through listening, dialogue, and partnership, ensuring that local knowledge and lived experience inform the design process. Environmental performance, green infrastructure, adaptability, and stewardship are fundamental to design quality and civic dignity.



Research
Objective, data-driven research foregrounding lived experience to inform strategy, governance, and design.
Every place is different. The built fabric of a city is made up of its streetscapes, land use, furniture, open spaces, infrastructure, and – most importantly – the communities who inhabit it.
To understand how places truly function, Publica adopts a diverse and rigorous research approach that combines on-site investigation with in-depth desk-based analysis. Our work draws on the team’s specialist expertise and a range of analytical and innovative ways of thinking to establish place-specific insights.
Our research is explorative and iterative, recognising that learning about a place is a continuous, ongoing process. Through observation, data collection and active engagement, we can become the experts of neighbourhoods and the conditions that shape them.
Publica integrates quantitative and qualitative methodologies to construct a comprehensive understanding of place. Quantitative research provides objective, data-driven insights into how the built environment impacts liveability, equity and sustainability. Qualitative research foregrounds lived experience – exploring attitudes, needs and behaviours through participant engagement. Communities are the experts of their own experiences – we just need to listen.
We produce novel datasets, literature reviews, case studies, spatial mapping, heritage audits, impact assessments, design guidelines, fieldwork and observations, digital and in-person surveys, socio-economic analysis and lead interviews, focus groups, and roundtables.
Our research informs policy, governance and decision-making. It is supported by our everyday practice and community collaboration, contributing to evidence-based design outcomes that deliver more inclusive, robust, and unique public realms.


Evening and Night Time
Strategy and design for cities, neighbourhoods and streets that support safe, social and active lives for all between 6pm and 6pm.
Publica advocates for the design of streets, neighbourhoods and cities that support safe, social and active lives for all in the evening and night time. We study urban spaces after dark and consider the impacts of our designs and strategies on the city at night. This is a foundational principle and we bring this night time lens and research to all of our projects.
We believe that planning for London’s life between 6pm and 6am is critical to the economic, social and cultural vitality of the city. We believe that the evening and night time deserves special consideration and attention because of the ways in which public spaces change over a 24 hour cycle. We also know that many marginalised groups feel more unsafe at night. Designing public spaces that work just as well at 3am as they do at 3pm is fundamental if we want to build inclusive, welcoming and liveable cities.
Publica has been commissioned to produce guidance for local authorities to develop night time strategies, undertaken detailed research into high streets and town centres at night and supported local authorities to develop their own night time policies, strategies and action plans.

Inclusive Cities
Pioneering radical and collaborative approaches to citymaking, where all people can participate freely and fully in urban life.
Designing inclusive public spaces is fundamental if we want to create places that foster civic pride and a sense of belonging. Achieving this requires a fundamental shift in how the built environment sector operates to ensure that more voices and a wider range of people with lived experiences and deep local intelligence shape how we design cities.
Designing inclusive cities is an exercise in care: it requires us to care about the experiences of people who feel unsafe in public space, avoid certain places at certain times, face barriers to access or who feel that places are not for someone like them. It requires designers and planners to confront the complexities of our shared urban spaces, and the range of meanings and experiences people attach to places, which can sometimes be in tension with one another.
Publica CIC works directly with community groups, resident associations, developers, designers, and policymakers to create inclusive public spaces in the following ways: setting policy, guidance and strategies; community participation, research and design; capacity-building; and advocacy.
In 2022, Publica CIC launched its first dedicated campaign and programme for developing gender inclusive public spaces. The campaign seeks to transform the built environment sector by mainstreaming gender inclusive approaches to the design and management of public spaces.
