An area based strategy for Fleet Street Quarter

A placemaking and public realm vision for the future of Fleet Street Quarter

Fleet Street Quarter was once at the centre of the British news media, home to publishing leaders such as the Daily Telegraph and the Daily Express. Connecting the City of Westminster to the City of London, the area has struggled to define a clear identity following the departure of the media industry. The consequential decline of activity has been compounded by longer-term changes to work patterns since the pandemic. Spatially, large traffic arteries create physical severances and contribute to poor air quality, while a deficiency of open space and greenery limits the area’s environmental quality.

Publica’s Area Based Strategy responds to these challenges by articulating a clear and ambitious vision that builds on Fleet Street Quarter’s strengths and heritage. The strategy establishes a framework for future placemaking initiatives and public realm improvements to revitalise the area.

Fleet Street Quarter and surrounding area

The vision is structured around three interconnected priorities: enhancing the public realm, encouraging activation, and connecting with surrounding neighbourhoods. Together, these strategies seek to transform the Fleet Street Quarter into a memorable, sustainable and vibrant part of London.

While sometimes forgotten, this area has a rich history, presenting an opportunity for reinvigoration through the modern renewal of its past. The public realm can and should do more to support the growth and evolution of this area. It’s not just about what happens within buildings, but what happens in the spaces in between them. This Area Based Strategy presents a compelling vision for the future of Fleet Street Quarter’s streets, spaces and public life. We hope that it inspires our partners and stakeholders to share ideas and become involved.
